Budget analysts perform a wide variety of professional level budget analysis and development duties that involve consolidating data for the presentation of budgets and providing an overview of the financial status of operations.  
And in terms of education requirements, at least a Bachelor's degree is needed. Sometimes a Master's is a requirement for more senior roles or on request from certain institutions.
Credit Analysts

Credit analysts are usually employed by banks or private equity firms for analyzing credit and financial reports to determine risk involved in lending money or extending credit.  Additionally these indivudals scrutinize financial data such as market share, income growth, and management quality to decide if loans will be rewarding.
In terms of education qualifications, an individual wanting to become credit analyst generally requires at least a Bachelor's degree.
