Filling up of Job Quotas to get a Better Appraisal in Government

NEW DELHI: Filling up of vacancies reserved for SCs/STs and OBCs in PSUs is proposed to be incorporated in their annual performance appraisal by the government, sources said.
The Department of Public Enterprises (DPE) is working on the proposal to encourage public sector units (PSUs) to fill up backlog of the reserved jobs.
As per the existing practice, the PSUs are given their annual targets on different parameters listed in the memorandum of understanding (MoU) with the administrative ministries.
The appraisal is done on the mark-based system. A PSU is judged based on these marks which are given for achieving the tasks relating to financial performance, HRD, corporate social responsibility, corporate governance and R&D.
While 50 percent of the marks are given for achieving financial objectives, the balance is spread on different parameters.
For the first time, filling up of SCs/STs and OBCs vacancies will also contribute to the overall performance marks by a PSU.
According to DPE guidelines, state-owned units have to reserve 15 percent for scheduled castes, 7.5 percent scheduled tribes and other backward classes 27 per cent.
"As these guidelines are not being regularly followed, the government intends to institutionalise and incentivise the PSUs," the sources said.
There are 217 operational PSUs, of which 158 are profit-making.
