2. Use formal language?

“I am writing in reply to the classified ad seeking to fill the position of...” This conventional way of writing will not impress any hiring manager as they have already seen hundreds more than resume with same opening sentence. They might have got pissed off with those bored stuffs. These formal text and fancy words can only make an impression that you are less intelligent. Trying to narrate your professionalism and personality in unfussy and simple language will make it easy to read and trust.

3. Explain what experience you have that proves you can do the job?

While you spotlighted your detailed experiences in resume, narrating those experiences in cover letter will make no sense (nonsense).  You should keep in mind that your hiring manager is smart enough to go through your resume once if he felt it worth. All you need to do is just explain how can you handle the position and prove that you did understand the importance of specific role to the firm’s business and further development.
