Every employer might have their own set of views on selecting the candidate and some companies might just look to fill positions which are vacant. But in most occations,  employers seek out a certain type of introverted, detail-oriented person who can get things done, but is not necessarily a great communicator.

Furthermore detail-oriented employees who take action and take chances is a good bet because while most chances may lead to failure, they will more often lead to success and mold confidence while generating new ideas.  Stagnant employees may not churn out money for the employer, but action-oriented employees will.
